WASHINGTON — Republicans on Monday abruptly called Brett Kavanaugh and the woman accusing him of sexual assault decades ago to testify publicly next week, grudgingly setting up a dramatic showdown they hoped would prevent the allegation from sinking his nomination to the Supreme Court.
