Congress approves bill to make Juneteenth a federal holiday

WASHINGTON — The United States will soon have a new federal holiday commemorating the end of slavery in the nation.

The House voted 415-14 Wednesday to make Juneteenth, or June 19th, the 12th federal holiday. The bill now goes to President Joe Biden’s desk, and he is expected to sign it into law.

Juneteenth commemorates the day the last enslaved African Americans learned they were free. Confederate soldiers surrendered in April 1865, but word didn’t reach the last enslaved Black people until June 19, when Union soldiers brought the news of freedom to Galveston, Texas. That was also about 2 1/2 years after the Emancipation Proclamation freed slaves in the Southern states.

It’s the first new federal holiday since Martin Luther King Jr. Day was created in 1983.

“Our federal holidays are purposely few in number and recognize the most important milestones,” said Rep. Carolyn Maloney, D-N.Y. “I cannot think of a more important milestone to commemorate than the end of slavery in the United States.”

Rep. Sheila Jackson Lee, D-Texas, speaking next to a large poster of a Black man whose back bore massive scarring from being whipped, said she would be in Galveston this Saturday to celebrate along with Republican Sen. John Cornyn of Texas.

“Can you imagine?” said the rather short Jackson Lee. “I will be standing maybe taller than Sen. Cornyn, forgive me for that, because it will be such an elevation of joy.”

Vaccine effort turns into slog as infectious variant spreads

As cases tumble and states reopen, the potential final stage in the U.S. campaign to vanquish COVID-19 is turning into a slog, with a worrisome variant gaining a bigger foothold and lotteries and other prizes failing to persuade some Americans to get vaccinated.

“The last half, the last mile, the last quarter-mile always requires more effort,” Dr. Nirav Shah, director of the Maine Center for Disease Control and Prevention, said Wednesday.

While two of the states slammed hardest by the disaster, California and New York, celebrated their reopenings this week with fireworks and a multimillion-dollar drawing, hospitalizations in parts of Missouri are surging and cases are rising sharply in Texas, illustrating the challenges the country faces this summer.

One major concern is the highly contagious and potentially more severe delta variant of the coronavirus that originated in India. While health officials say the vaccines are effective against it, the fear is that it will lead to outbreaks in states with lower vaccination rates.

The delta variant has increased from 2.7% of all cases in May to 9.7% this month, Dr. Rochelle Walensky, director of the U.S. Centers for Disease Control and Prevention, said during a call for governors on Monday, according to details provided by the Washington governor’s office.

China launches first three-man crew to new space station

JIUQUAN, China — Under bright-blue morning skies, China launched its first crewed space mission in five years Thursday, sending three science-minded military pilots rocketing to a new orbiting station they’re expected to reach around midafternoon.

The astronauts, already wearing their spacesuits, were seen off by space officials, uniformed military personnel and children waving flowers and flags and singing patriotic songs. The three gave final waves to a crowd of people waving flags, then entered the elevator to take them to the spaceship at the Jiuquan launch center in northwestern China.

The astronauts are traveling in the Shenzhou-12 spaceship launched by a Long March-2F Y12 rocket that blasted off shortly after the target time of 9:22 a.m. (0122 GMT) with near-perfect visibility at the launch center on the edge of the Gobi Desert.

The two veteran astronauts and a newcomer making his first space flight are scheduled to stay three months in the Tianhe, or Heavenly Harmony, station, conducting experiments, testing equipment and preparing its main living section for expansion before two laboratory modules are launched next year.

The rocket dropped its boosters about two minutes into the flight followed by the coiling surrounding Shenzhou-12 at the top of the rocket. After about 10 minutes it separated from the rocket’s upper section, extended its solar panels and shortly afterward entered orbit.

About a half-dozen adjustments will take place over the next four to six hours to line up the spaceship for docking with the Tianhe at about 4 p.m. (0800 GMT), the mission’s deputy chief designer, Gao Xu, told state broadcaster CCTV.

Other improvements include an increase in the number of automated and remote-controlled systems that should “significantly lessen the pressure on the astronauts,” Gao said.

The mission brings to 14 the number of astronauts China has launched into space since its first crewed mission in 2003, becoming only the third country after the former Soviet Union and the United States to do so on its own.

The travel time is down from the two days it took to reach China’s earlier experimental space stations, a result of a “great many breakthroughs and innovations” Gao said.

“So the astronauts can a have a good rest in the space which should make them less tired,” Gao said.

Apple Daily editors arrested under Hong Kong security law

HONG KONG — Hong Kong police on Thursday morning arrested the chief editor and four other senior executives of the pro-democracy Apple Daily newspaper under the national security law and were searching its offices, media reported.

Apple Daily is known for its strong pro-democracy stance and often criticizes and condemns the Chinese and Hong Kong governments for tightening control over the city.

The arrests and police search are the latest moves by Hong Kong authorities in a crackdown on dissent in the semi-autonomous Chinese city, following months of anti-government protests in 2019.

Apple Daily’s chief editor Ryan Law, Next Digital CEO Cheung Kim-hung, the publisher’s chief operating officer and two other editors were arrested, according to Apple Daily, the South China Morning Post and other local media.

The government said security police had arrested five directors of a company for “suspected contravention” of the national security law.

Heat wave grips US West amid fear of a new, hotter normal

PHOENIX — An unusually early and long-lasting heat wave brought more triple-digit temperatures Wednesday to a large swath of the U.S. West, raising concerns that such extreme weather could become the new normal amid a decadeslong drought.

Phoenix, which is seeing some of the highest temperatures this week, tied a record for the second day in a row when it reached 115 degrees (46 Celsius) Wednesday and was expected to hit 117 (47 Celsius) each of the next two days, the National Weather Service said.

Scientists who study drought and climate change say that people living in the American West can expect to see more of the same in the coming years.

“Heat waves are getting worse in the West because the soil is so dry” from the region’s megadrought, said Park Williams, a University of California, Los Angeles, climate and fire scientist who has calculated that soil in the western half of the nation is the driest it has been since 1895. “We could have two, three, four, five of these heat waves before the end of the summer.”

A few clouds were holding the temperatures down slightly in the desert region of southwest Arizona and southeast California, but there was no real relief expected from the excessive heat warning in effect until at least Sunday.

Rift on Communion policy as US Catholic bishops open meeting

Divisions flared quickly on Wednesday as U.S. Catholic bishops opened a national meeting highlighted by a sensitive agenda item — whether to take initial steps toward a possible rebuke of politicians, including President Joe Biden, who receive Communion while supporting abortion rights.

Some said the issue was so important and contentious that all the more than 260 participating bishops should have an opportunity to address it during the three-day meeting that’s being held virtually.

Others derided that proposal as a delaying tactic by those who are skeptical of the initiative. They said bishops would have ample time to comment at a later meeting when the full draft of a new statement on Communion would be presented for consideration.

After an extended exchange, 59% of the bishops voted against a motion by St. Louis Archbishop Mitchell Rozanski to allow more speaking opportunities at this week’s meeting.

At stake is a proposal that the U.S. Conference of Catholic Bishops’ doctrine committee draft a statement on the meaning of Communion in the life of the church that would be submitted for a vote at a future meeting, probably an in-person gathering in November.

No apology: Tavis Smiley makes comeback bid after PBS firing

LOS ANGELES — Three years after workplace misconduct allegations cost veteran TV and radio talk-show host Tavis Smiley his job and a national forum, he’s ending his silence.

Smiley, who continues to deny the claims of unwanted sexual behavior that led PBS to drop his long-running show, is attempting to rebound with the purchase of a Los Angeles radio station that will offer a Black and progressive perspective on the city and nation.

Sidelined during a period of landmark racial upheaval, Smiley decided to make his own opportunity with reformatted station KBLA 1580 Los Angeles. It debuts with a preview on Saturday, the Juneteenth holiday commemorating when the last enslaved African Americans learned they were free.

“While I was watching this racial reckoning last summer, it was so clear to me that people were being heard to some degree, but there were no African American-owned platforms where people had their voice on a regular basis,” Smiley said. The media can lose interest when protests stop, he said, but the issues “that matter to us don’t go away.”
