Tropical Storm Rachel has formed in the Eastern Pacific. The system, with 50 mph winds, is located about 400 miles south of the southern tip of Baja California and is moving west-northwest at 14 mph. Winds are expected to peak around 70 mph by the weekend and then weaken, with Rachel’s track shifting northward. The cyclone is not forecast to enter the Central Pacific.
