Having enjoyed being a resident of Kona for 34 years, I find it laughable that your front page article portrays our roadway gridlock as some sort of mystery.
It is obvious that our roads have too many cars on them. A clear mandate would be to curtail any further development (read, more vehicles) until our infrastructure is improved. This novel and proven approach is called concurrency. It is nice to think about a solution while we all are stuck in traffic. Where is our government policy on this mess? Maybe the problem will go away?
